Uttarakhand Submits Proposal of ₹5702.15 Crore Economic Package to Central Government.

New Delhi: The Disaster Management Department of Uttarakhand has submitted a proposal to the Government of India, requesting a special financial assistance package of ₹5702.15 crore. This request aims to compensate for the damage caused during this year’s monsoon and to safeguard infrastructure from potential future disasters.

Following the directives of Hon’ble Chief Minister Shri Pushkar Singh Dhami, Principal Secretary to the CM, Shri R.K. Sudhanshu, and Secretary of Disaster Management & Rehabilitation, Shri Vinod Kumar Suman, handed over the memorandum to Shri Rajendra Singh, Member and Head of Department at the National Disaster Management Authority (NDMA), Ministry of Home Affairs, Government of India, and to NDMA Secretary Shri Manish Bhardwaj in New Delhi.

Shri Rajendra Singh and Shri Manish Bhardwaj assured full cooperation at all levels. Shri Singh stated that Uttarakhand has faced severe disasters this monsoon, including devastating incidents in places like Dharali and Tharali. There is no doubt that the state has suffered extensive damage. He emphasized that the Government of India stands firmly with Uttarakhand in this time of crisis and that NDMA will extend every possible financial support to help the affected people, assist the state in returning to normalcy, and work towards long-term solutions for disaster mitigation.

Secretary Shri Vinod Kumar Suman provided details of the damages:

* Public Works and Roads: ₹1163.84 crore
* Irrigation Department: ₹266.65 crore
* Energy Department: ₹123.17 crore
* Health Infrastructure: ₹4.57 crore
* School Education: ₹68.28 crore
* Higher Education: ₹9.04 crore
* Fisheries Department: ₹2.55 crore
* Rural Development: ₹65.50 crore
* Urban Development: ₹4 crore
* Animal Husbandry: ₹23.06 crore
* Other departments: ₹213.46 crore

Total direct damage to government departments amounts to approximately ₹1944.15 crore.

In addition to reconstruction and restoration using this ₹1944.15 crore, the state has requested an additional ₹3758.00 crore to stabilize vulnerable assets, roads, populated areas, and infrastructure that are on the verge of collapse due to potential future disasters.

Thus, the total demand amounts to ₹5702.15 crore for disaster-related damages in the year 2025. The funds will be used for repairing, restoring, and reconstructing damaged assets and infrastructure and for protecting public property and populated areas to minimize future disaster impacts.

Secretary Suman further reported that from April 1 to August 31, 2025, natural disasters led to:

* 79 deaths
* 115 injuries
* 90 people missing
* 3953 livestock deaths
* 238 permanent buildings completely destroyed
* 2 temporary buildings destroyed
* 2835 permanent and 402 temporary buildings severely damaged
* Numerous commercial establishments, hotels, homestays, restaurants, and other structures were also significantly damaged.

Chief Minister  Pushkar Singh Dhami expressed gratitude to Hon’ble Prime Minister Shri Narendra Modi and Home Minister Shri Amit Shah for their consistent support during the crisis. He said the Centre’s support helped accelerate rescue and relief operations. Acting on the PM’s directive, the state submitted the damage report and requested a special financial package to ensure immediate aid to affected families, quick rebuilding of infrastructure, and restoration of livelihoods. The CM emphasized that this shared commitment is vital for bringing Uttarakhand back to normalcy and stability in disaster-hit lives.

Chief Secretary Shri Anand Bardhan supervised the drafting of the memorandum and maintained regular communication with NDMA and senior Government of India officials to update them on the damage in Uttarakhand. During his recent visit to New Delhi, he met senior officials in the PMO and Ministry of Home Affairs, urging the release of a special financial package. He mentioned that the Centre took the matter seriously and instructed prompt submission of the proposal, which has now been formally sent.

Principal Secretary to the CM, Shri R.K. Sudhanshu, described the discussions with NDMA as very positive and fruitful. The detailed memorandum was thoroughly reviewed, covering the situation in affected areas, infrastructure damage, required relief and rehabilitation funds, and future reconstruction needs. NDMA officials considered the state’s demands valid and assured that the necessary financial package would be provided.

Secretary Suman also informed that on September 8, 2025, an Inter-Ministerial Central Team (IMCT) formed by the Ministry of Home Affairs will visit Uttarakhand to conduct an on-ground assessment of the disaster damages.

The team will be led by Shri R. Prasanna, Joint Secretary of the Ministry of Home Affairs, and will include:

* Sudhir Kumar (Superintending Engineer)
* Vikas Sachan (Deputy Director)
* Pankaj Singh (Chief Engineer)
* Dr. Virendra Singh (Director)
* Ms. R. Krishna Kumari

The team will visit disaster-affected districts to conduct field assessments. The state government has made all necessary preparations to ensure the team receives accurate on-site information and can effectively review the relief and rehabilitation work.
