Allegations Against Unemployed Union President Bobby Panwar for Misconduct and Physical Altercation in Secretary’s Office.
Police has registered charges under Sections 115(2), 352, 351(3), 121(1), 132, and 221 for misconduct, abuse, threats, and interference in official work against Bobby Panwar and his associates.
Dehradun: Under the pretense of a meeting, Uttarakhand Unemployed Union President Bobby Panwar, along with his associates, entered the office of Secretary R. Meenakshi Sundaram in the Dehradun Secretariat. They allegedly engaged in abusive behavior and even issued threats to the Secretary’s life. Reportedly, the accused also engaged in physical altercations with the senior and assistant private secretaries who intervened to calm the situation, threatening to “see them outside the Secretariat.” Following the incident, the senior secretary filed a formal complaint with the Senior Superintendent of Police (SSP), and a case was registered late that night.
The IAS Association called an emergency meeting in the evening to strongly condemn the incident. On Thursday, association officials are expected to meet with Chief Minister Pushkar Singh Dhami and Chief Secretary Radha Raturi to demand strict action against the accused.
The incident occurred on Wednesday around 6:30 p.m. in Room 201 of the Vishwakarma Building at the Secretariat, where Secretary (Energy) R. Meenakshi Sundaram was engaged in routine work. Bobby Panwar and two associates arrived to meet the Secretary, who invited them in. Once inside, they allegedly began verbally abusing the Secretary and threatened his life. Secretary Sundaram immediately called his senior private secretary, Kapil Kumar, and assistant private secretary, Anoop Dangwal, and instructed them to escort the accused out. However, Panwar and his associates reportedly got into a scuffle with them before fleeing.
On Secretary Sundaram’s directive, SSP Ajay Singh instructed the city’s Kotwali police to immediately file an FIR against Bobby Panwar and his associates, which was done later that night.
The Dehradun City Police report states that Bobby Panwar and his associates are facing charges under Sections 115(2), 352, 351(3), 121(1), 132, and 221 for misconduct, abuse, threats, and interference in official work.
According to police records, Bobby Panwar has eight prior cases filed across various stations, with conditional bail from the court. Four cases are registered at Dehradun City Kotwali, one each at Dalanwala, Raipur, and Nehru Colony stations, and one at Bageshwar Kotwali.
Panwar had reportedly been exerting pressure regarding tender allocations. He was informed that interference in the tender process was not allowed, as the entire process is transparent, conducted through e-tendering, with no provisions for awarding contracts to specific contractors. Emergency Meeting Called by Secretariat Union.
The Secretariat Union has called an emergency meeting on Thursday in response to Panwar’s misconduct in Secretary R. Meenakshi Sundaram’s office. Union President Sunil Lakhhera stated that all component unions will discuss what actions to take going forward.
Condemnation by Officers-Employees-Teachers Federation, Uttarakhand
The Officers-Employees-Teachers Federation condemned the incident, with President and former Secretariat Union President Deepak Joshi expressing disappointment over the treatment of senior bureaucrats and Secretariat employees, urging the government to take strict action.

Bobby Panwar’s video Statement on Dispute with IAS Officer :
Bobby Panwar stated that about a month ago, he had filed a complaint against UPCL MD Anil Yadav, presenting evidence of alleged corruption. However, instead of taking action, Yadav was recently granted an extension in service. Panwar says he questioned Secretary Sundaram on why Yadav, with serious allegations against him, was given an extension, adding that the department has concealed the orders related to this extension.
According to Panwar, he had requested a copy of the extension order from Secretary Sundaram, who reportedly responded dismissively, saying, “The state has 12 million people; should we issue extension orders for everyone?” Panwar claims the allegations against him are false, insisting that he only sought accountability on corruption matters.
Panwar stated that he has previously raised concerns over Yadav’s alleged corruption and believes every citizen has the right to question the government’s support for corrupt officials. Panwar invited police to review the camera footage from Sundaram’s cabin to verify the incident, asserting that he merely questioned Sundaram about Yadav’s corruption and asked for a copy of the extension order. He is fully prepared to face any false allegations made against him.
