Ghaziabad: Recently Kavinagar police have registered a case against four people posing as Uttarakhand CM’s personal secretary. Two individuals allegedly defrauded a construction businessman of Rs 63 lakhs, promising him an offline tender worth Rs 52 crore. According to the victim, the accused claimed to be personal secretaries of the Chief Minister of Uttarakhand and conducted negotiations in Dehradun under the pretense of securing the tender. After receiving the money,they handed over a fake work order to victim.
Akshat Tyagi, resident of Mohammadpur Azampur village in Babu Garh, Hapur district, , who runs a construction business, reported the incident. His company, Pranali Infratech Private Limited, is registered in Delhi, with branches in Ghaziabad and Dehradun.
According to Akshat, he and his partners, Ravi Kataria and Chandraprakash Chauhan, met Mahesh Marahiya from Zirakpur in Chandigarh’s Sector-5, and his son Sonar Marahiya at Chandighat, Haridwar. Mahesh claimed to be associated with a PSU (Public Sector Undertaking) in the Uttarakhand government and offered to help secure a tender in the Urban Development Department. Allegedly, Mahesh mentioned that Saurabh Vats and P.C. Upadhyay were personal secretaries to the Chief Minister of Uttarakhand and worked directly from the CM’s office. He assured them that they could secure the tenders Worth Rs 52 Crore through these individuals.
Akshat Tyagi said that on March 21, 2023, in Dehradun, Mahesh Marahiya introduced him to Saurabh Vats and P.C. Upadhyay, who promised to help secure two tenders. One tender, worth Rs 26 crore, was for street lights and solar panels, while the other, also valued at Rs 26 crore, was for electric poles. They convinced him that the tenders would be granted through offline channels, but demanded Rs 60 lakh in return. Akshat stated that on March 22, 2023, they asked him to fill tender forms. Following this, Mahesh Marahiya asked him to bring Rs 20 lakh to a restaurant in Dehradun. Over time, Akshat ended up paying the accused a total of Rs 62.75 lakh and they handed over a fake work order.
